DEVAL, founded in 2002 by
Deborah García, is a 100% Hispanic-American, Woman-Owned, SBA 8(a) certified, SDB, DMBE consulting firm with GSA Mobis and FABS 520 contracts offering clients advisory services in real estate, finance, accounting, and management consulting. As experts of professional services, DEVAL serves its public, private and institutional commercial clients with a range of real estate, financial, accounting and management consulting services on a local and national level. DEVAL is headquartered in Vienna, Virginia, with a regional office in St. Augustine, Florida and affiliate offices in Orlando, Florida and San Juan, Puerto Rico.
DEVAL's first assignment was to provide real estate consulting services in a subcontractor capacity in the development and implementation of a methodology for the valuation of the U.S. Department of Veterans Affairs portfolio. Under this project, DEVAL collected and analyzed sales comparable data for various property types including vacant land. Properties included 176 Veterans Affairs (VA) medical campuses throughout the United States and Puerto Rico. In addition, our group reviewed enhanced use leases and potential development options for medical campuses. Potential developments included mixed use, multifamily, single family, commercial, industrial, and office space.
Since its first assignment, DEVAL has served a range of prestigious clients which include: the U.S. Department of State, the U.S. General Services Administration, the U.S. Department of the Interior, the U.S. Department of Veteran Affairs, the Federal Deposit Insurance Corporation, the U.S. Department of Agriculture, the District of Columbia Government, Deloitte and Touche LLP, CB Richard Ellis, RSM McGladrey, Jones Lang LaSalle, American Express, AEW Capital Management, as well as a range of private investors. In all of our engagements, DEVAL's mission has been to provide clients with efficient, effective and most importantly exemplary service. Deborah García is the President and founder of DEVAL LLC.
Ms. García is a licensed attorney with a professional and educational background in real estate and finance. A provider of consulting services to both private and public clients,
Ms. García has served clients on numerous levels. In this capacity Ms. Garcia has served federal agencies such as the United States Department of Housing and Urban Development ("HUD") and the United States Department of Veterans Affairs ("VA"), the United States Department of Interior ("DOI"), the United States Department of State, the United States General Services Administration ("GSA"), the Federal Deposit Insurance Corporation ("FDIC"), the United States Department of Agriculture (USDA), the General Service Administration (GSA).
Prior to founding DEVAL, Ms. García worked as a Real Estate Consultant for Arthur Andersen LLP in Vienna, Virginia.
Ms. García assisted in the effort to formulate and implement HUD's appraisal standards and review process. These efforts included organizing and conducting training for FHA approved appraisers in the United States and Puerto Rico. This pilot program targeted high-risk markets and predatory lending.
Ms. García efforts in working with a group of industry experts led to the development of a review process that would be used nation-wide in FHA mortgage insured appraisal reviews, and in developing and implementing semi-annual quality assurance reviews of national FHA certified contractors, which consisted of site inspections and detailed reporting of the results. Achievements under this projects were recognized by Vice President Al Gore though the receipt of the Hammer Award.
Ms. García has a Masters of Business specializing in Real Estate from the University of Florida Warrington College of
Business: a Juris Doctor from the University of Florida Levin College of Law; a Dual Bachelor's of Arts in Public Administration and Criminal Justice from the University of Central Florida.
Ms. Garcia, a native of Puerto Rico, is fluent in Spanish. |

Perkins, Director and Counsel at DEVAL Mr. Perkins is a licensed attorney with a professional and educational background in management, contracts, and ethics.
Mr. Perkins has served as DEVAL's Director and Counsel since 2004. A provider of consulting services to both private and public clients,
Mr. Perkins has served clients in a range of national and international areas. Clients include the US Department of Housing and Urban Development, the US Air Force, the US Department of Agriculture.
Prior to joining DEVAL, Mr. Perkins served as Legal Counsel to the Office of Inspector General (OIG), U.S. Agency for International Development where he was a Senior Executive Service. He has also worked in private law practice for over 25 years on issues relating to contracts, procurement.
Mr. Perkins is a licensed attorney in the State of Virginia, the DC Government. He graduated from the University of Florida, with a Bachelor of Arts in Economics, a Juris Doctor from the George Washington University, and an LLM in Federal Procurement from the George Washington University. |

Barbara Kemry has served as DEVAL's Real Estate Owned (REO) Closing Director since 2008. Ms. Kemry has over 10 years experience serving both public and private clients conducting a range of closings. Currently,
Ms. Kemry oversees DEVAL's St. Augustine office managing DEVAL's North Florida Closing Agent contract with the U.S. Department of Housing and Urban Development (HUD). In this role,
Ms. Kemry
is responsible for all of HUD's Single Family REO closings throughout the North Florida region covering 35 counties. Ms. Kemry has received exceptionally high ratings on project performance.
